Title: Governor St. Clair speech to the General Assembly of the Territory of the United States, Northwest of the Ohio

Description: The speech was given to the first meeting of the second General Assembly of the Northwest Territory, at Chillicothe. After introductory remarks, St. Clair refers to the militia and recommends tolerance of the Quakers, whose religion forbids militia service. He states that the treasury of the territory is empty and recommends that the assembly look for new sources of revenue. He touches upon the importance of a regulated export trade. He requests that he be sent a copy of laws enacted by the legislature in time to consider them before he must sign them.
