dc.description Sargent, writing from Cincinnati, to "Honorable Judges Symmes and Putnam," suggests the necessity of guarding against the practices of "foreigners" in the territory. Inhabitants of the western countries complain of hunters (living under the Spanish government) destroying deer and buffalo. Sargent urges the adoption of a law to regulate ferries, another to regulate the admission of attorneys to various courts, and an act to prevent nuisances. en_US
